A search made in Chester shows Chester businesses; a Wrexham profile does not appear there however good it is, because distance is a hard rule on the map. Google picks the map pack on three things: relevance (category and services on the profile), distance from the searcher, and prominence (reviews, mentions, the website behind the profile).
